how can create custom tax code in payroll

Hi experts,

             my client want to implement washing allowance their employees every month Rs.1000 and give tax exemption   to all employees irrespective of designation . please help me  how can create custom tax code procedure to get the tax exemption .

  Its urgent  requirement  please  help me............................
